It can be found during the Rotten Blood Quest, inside the boss rooms of Vemiath, Chagorz, and Bakragore.
Notes
The Rotten Charge is an important mechanic during the fights against the Rotten Blood Quest bosses. It lasts for 15 seconds, and on the final seconds it changes to a purple-ish color.
