Price is 5 gp if you have completed the Postman Quest, 8 gp otherwise. Looks the same as an Invitation.
They are used to send letters to other players via the Mailboxes spread throughout the map. Once sent, they arrive as a Stamped Letter to the recipient and cannot be rewritten or reused.
