The Ice Overlord can be spawned in the north part of the sphere.
The entrance of that area is a teleporter, you will appear on the surface and there may be 1-3 Slick Water Elementals there to greet you as they spawn close to the entrance.
The Ice Sphere is the Paladin part of The Elemental Spheres Quest, to get access to it you'll need 20 Small Enchanted Sapphires.
